Without objection, the bill was returned to second reading. Senator Leman offered Amendment No. 4 : Page 4, line 22, after economic return for different fisheries: Insert Non-residents shall pay three times the surcharge of residents. Senator Leman moved and asked unanimous consent for the adoption of Amendment No. 4. Without objection, Amendment No. 4 was adopted. CS FOR SENATE BILL NO. 285(FIN) am was automatically in third reading. Senator Leman moved and asked unanimous consent that he be allowed to abstain from voting due to a conflict of interest.
